Boundaries of the Evolution

First what is evolution? Wikipedia says:

In biology, evolution is change in the inherited traits of a population of organisms from one generation to the next. These changes are caused by a combination of three main processes: variation, reproduction, and selection. (…) evolution is simply the genetic change in populations of organisms over successive generations.

That’s not really what we are looking for. The Wikipedia’s definition of higher evolution is much nicer.

The term higher evolution is used in Theosophy and in Buddhism to indicate the development of higher consciousness in human beings, as distinct from, although continuous with, the ‘lower’ or biological evolution within the animal kingdom up to the human level. Whereas the lower evolution is a biological (and largely unconscious) process, the higher evolution is a psychological, even spiritual, process. Because the higher evolution is a conscious and individual (as opposed to collective) process, it is possible, for example through meditation, to reach full development within a single lifetime.

Evolution can be explained as an improvement over time. If there is no time then what is the meaning and purpose of the evolution? Is it universal? How far it can go? What are the boundaries of the evolution? Is evolution really infinite or perhaps finite? What happen if we, the whole universe, all clusters of unierses, all gods and whatever there is evolve to the max? Common sense says that evolution is a never ending story.  Is there a way to jump few steps ahead? Surely there is, one way is to contact a higher evolved race, anothere way is to use our intelligence.
